Almost every ballistic helmet is sold as “NIJ Level IIIA.” Here’s what most guides won’t tell you: the National Institute of Justice has no certification program for helmets, and its helmet standard dates from 1981. Every IIIA helmet claim is the maker’s own, based on lab testing the maker paid for. That doesn’t make the helmets bad, but it changes how you should shop.

So we started with the paperwork. We went through each maker’s spec sheet for rating, test round and real system weight, then priced every helmet our 200+ retailers carry on October 24, 2026. Below are the six ballistic helmets worth buying from about $300 to $2,000, the three bump helmets we’d pick if you don’t need ballistic protection, and how to read a IIIA claim before you trust your head to it.

Table of Contents

How we tested: Every pick here is ranked against our testing methodology. Minimum round counts, accuracy and reliability protocols, the failures that disqualify a gun.

Weights are as each maker lists them, and they aren’t all measured the same way. A “shell” weight leaves out the liner, rails and retention harness, which can add the best part of a pound. Compare system weight to system weight.

What “Level IIIA” Really Means on a Helmet

Body armor in the United States is tested and certified through NIJ’s Compliance Testing Program. Helmets aren’t. The NIJ’s ballistic helmet standard, 0106.01, was published in December 1981, and as RECOIL pointed out in its Fortis review, it only defines Levels I, IIA and II. It doesn’t have a IIIA level at all, and NIJ has never certified a ballistic helmet.

What makers do instead is test their helmets at independent labs using the old helmet standard’s methods combined with the body armor standard’s IIIA threat rounds. Gentex, for example, lists the FAST SF as tested to NIJ 0106.01 and 0108.01 Level IIIA with 9mm FMJ at 1,400 feet per second. Some makers add more: Hard Head Veterans lists .357 SIG and .44 Magnum and a fragmentation rating.

Three things follow from that:

  • Ask for the test report. Good makers publish theirs or send it on request. Premier Body Armor makes its Fortis test reports available. If a seller can’t tell you which lab tested the helmet, with what rounds, assume nobody did.
  • IIIA helmets don’t stop rifle rounds. A IIIA helmet is rated against handgun rounds and fragmentation. A rifle bullet from an AR-15 or AK will go through it. Rifle-rated helmets exist, such as Ops-Core’s FAST RF1, but they cost far more and are heavier.
  • Stopping the bullet isn’t the whole story. The back of the shell deforms inward when it’s hit. Better makers test and publish that back-face deformation along with blunt impact performance. Cheap shells rarely do.

1. Ops-Core FAST SF Next Generation: Best Ballistic Helmet Overall

  • Rating: NIJ 0106.01/0108.01 Level IIIA, 9mm FMJ at 1,400 fps (per Gentex)
  • Weight: 1.23 lb shell in size L
  • Cut: High cut
  • Price: $1,999.95 at Gentex, built to order

Pros

  • Lightest premium ballistic shell here
  • Huge accessory and mount ecosystem
  • Proven with military special operations

Cons

  • Costs about $2,000
  • Built to order, multi-week wait
  • Not stocked by our retailers

The FAST helmet is the one every other high-cut helmet gets compared to, and the SF Next Generation is Gentex’s current flagship, replacing the older FAST SF High Cut. Its shell weighs just 1.23 lb in size L, which is the number that matters most if you’ll wear night vision for hours.

What you’re really paying for is the ecosystem. Nearly every night vision mount, rail accessory, light and comms headset is made to fit a FAST. Gentex builds these to order and quotes a six-week lead time for a single helmet. None of the retailers we track carried it on October 24, 2026, so buy it direct.

Best For: Serious night vision users and anyone who wants the reference-standard helmet.

2. Team Wendy EXFIL Ballistic: Best Premium Alternative

  • Rating: NIJ Level IIIA per NIJ STD 0106.01/0108.01 (per Team Wendy)
  • Weight: About 2.6 lb (M/L) and 2.75 lb (XL) complete system
  • Cut: High cut, Rail 3.0
  • Sizes: M/L and XL, with a left-eye-dominant retention option
  • Price: $1,585 to $1,638 at Team Wendy

Pros

  • About $400 less than the Ops-Core
  • Comfortable, highly adjustable liner
  • Rail 3.0 fits common accessories

Cons

  • Heavier than the FAST SF
  • Only two sizes
  • Not stocked by our retailers

Team Wendy is known for liners and retention systems first, and the EXFIL Ballistic is the helmet for people who care most about how it feels after hours on the head. Its published weight is the whole system, shell, rails, liner and harness, at about 2.6 lb in M/L. That’s a fairer number than a bare shell weight. Team Wendy has dropped the lighter EXFIL Ballistic SL from its store, and the pricier EXFIL Endurance Ballistic sits above this one at $2,064 and up.

On October 24, 2026 Team Wendy listed it at $1,585 to $1,638, roughly $400 less than the Ops-Core. Pick it if the fit suits your head better than a FAST does.

Best For: Buyers who rank comfort and fit ahead of the biggest accessory catalog.

3. Hard Head Veterans ATE GEN3: Best Ballistic Helmet Under $1,000

  • Rating: NIJ Level IIIA, tested against 9mm, .357 SIG and .44 Magnum; fragmentation V50 of 2,250 ft/s (17 gr FSP)
  • Weight: 2.90 lb (S) to 3.36 lb (XL) system, minus pads
  • Made in: Sweetwater, Texas
  • Price: About $800 at Hard Head Veterans

Pros

  • Real IIIA at about $800
  • Publishes RTP, V50 and impact data
  • Made in Texas by veterans

Cons

  • Heavier than the premium shells
  • Not stocked by our retailers
  • Fewer ready-made accessories

The ATE GEN3 is where serious protection meets a sane price. Hard Head Veterans lists third-party testing for the things that matter, penetration, a 2,250 ft/s fragmentation V50, blunt impact and back-face deformation, and rates it against .357 SIG and .44 Magnum as well as 9mm.

The trade is weight. At just over 3 lb in size L it’s heavier than an Ops-Core or EXFIL, which you’ll feel with night vision on the front. For a helmet that lives in a go bag or a vehicle, that matters much less.

Best For: Civilians, security staff and preppers who want documented IIIA protection without paying $2,000.

4. Galvion Batlskin Viper P4: Best Full-Cut Ballistic Helmet

  • Rating: NIJ Level IIIA (per retailer listings)
  • Weight: 2.51 lb full-cut system in size M
  • Cut: Full cut (more coverage over the ears)
  • Price: About $1,000; see Galvion

Pros

  • Full-cut coverage over the ears
  • Lighter than an Army ACH
  • Modular suspension system

Cons

  • Full cut crowds ear protection
  • Limited stock and waitlists
  • Not stocked by our retailers

High-cut helmets trim the sides to make room for headsets. Full-cut helmets cover more of the head, the way issued ACH and MICH helmets do. If coverage matters more to you than wearing big electronic muffs underneath, the Viper P4 is the modern full-cut to look at. Galvion’s retail listings put it at 2.51 lb for a medium and say it’s up to 24% lighter than the Army’s ACH.

Availability is the catch. Retailers list it on waitlists, and only the Batlskin Viper visor showed up in our feeds on October 24, 2026, not the helmet itself.

Best For: Buyers who want maximum coverage and don’t run over-ear headsets.

If you want a real, documented IIIA helmet you can order today from a retailer, this is it. Premier Body Armor makes its test reports available, which is exactly what you want to see given the certification gap above, and the helmet carries a five-year warranty. Retail listings describe a Dyneema core under a glass-reinforced polycarbonate outer shell.

Weigh the weight claim with care. Premier quotes 2.8 lb, but Pew Pew Tactical put their L/XL on a scale at 3.4 lb. On October 24, 2026 MidwayUSA had most sizes at $629.99 and the 2XL at $495.51.

Best For: Home defense and go-bag buyers who want verified IIIA without a long wait.

At around $300 the Guard Dog is the cheapest way into a IIIA-rated helmet from a name you’ll find at mainstream retailers. Know what the money doesn’t buy, though. At about 3.7 lb it’s heavy, the universal-fit harness won’t suit every head, and we couldn’t find a published lab report behind the IIIA claim. At least one buyer review complains about the harness.

For a helmet that stays on a shelf for emergencies, it’s a reasonable buy. For regular training or night vision, spend up to the Fortis or the HHV.

Best For: Tight budgets and emergency-only kits.

Bump Helmets: When You Don’t Need Ballistic Protection

A bump helmet stops nothing fired from a gun. It protects against knocks and falls, and it’s a light, stable platform for night vision, lights and comms. For night vision training, airsoft, climbing in the dark or a vehicle kit, it’s the better and much lighter choice.

  • Same Rail 3.0 as the ballistic EXFIL
  • Comfortable Team Wendy liner

Cons

  • Not ballistic, despite the looks
  • Popular sizes sell out
  • Costs more than budget bumps

The EXFIL LTP is the bump helmet most people should buy. It shares the rail system and much of the comfort of Team Wendy’s ballistic EXFIL at a fraction of the weight and price. Team Wendy lists the complete system at 1.59 lb.

Best For: Night vision users who want all-day comfort.

If you already run FAST gear, or plan to buy a ballistic FAST later, the FAST Bump lets you train on the same mounts and accessory layout. The current version is heavier than the EXFIL LTP, so it’s the pick for ecosystem matching rather than outright weight.

Best For: Shooters standardizing on Ops-Core accessories.

For a first bump helmet to learn night vision on, or for airsoft, the Haven Gear does the job at about a third of the price of the Team Wendy. It has the rails and front shroud you need for basic mounts. Upgrade the pads if you plan to wear it for hours.

Best For: Budget training setups.

High Cut, Mid Cut or Full Cut?

Cut describes how much of the sides of your head the shell covers. High-cut helmets like the FAST, EXFIL and ATE trim the shell above the ears, which makes room for over-ear electronic hearing protection and comms. Full-cut helmets like the Galvion Viper come down over the ears, covering more of the head, the way traditional ACH and MICH military helmets do. Mid cuts sit in between.

Pick high cut if you’ll wear electronic muffs, which most shooters do. Our guide to the best shooting ear protection covers the muffs that fit under a high-cut helmet. Pick full cut if coverage is the priority.

For most buyers, yes. There’s no federal ban on civilians owning body armor, but 18 U.S.C. 931 makes it a federal crime for anyone convicted of a violent felony to buy or own body armor, and federal law defines body armor broadly as protective covering sold to protect against gunfire. A handful of states also restrict body armor sales, and the rules and whether they reach helmets vary, so check your state before you order. For the rest of the kit, see our guide to the best body armor and plate carriers and our ballistic armor and NIJ levels guide.

Frequently Asked Questions

What is the best ballistic helmet?

The Ops-Core FAST SF Next Generation is the reference standard at $1,999.95, with a 1.23 lb shell in size L. Under $1,000, the Hard Head Veterans ATE GEN3 at about $800 offers documented IIIA protection, and the Premier Body Armor Fortis is the best value you can buy from a retailer today.

Are ballistic helmets NIJ certified?

No. NIJ certifies body armor through its Compliance Testing Program but has never certified a helmet. Its helmet standard, 0106.01, dates from 1981. Makers test their helmets at independent labs and publish their own IIIA ratings, so ask for the test report.

Will a Level IIIA helmet stop a rifle round?

No. A IIIA helmet is rated against handgun rounds and fragmentation. Rifle rounds from an AR-15 or AK will penetrate it. Rifle-rated helmets such as the Ops-Core FAST RF1 exist but cost much more and weigh more.

What is the difference between a bump helmet and a ballistic helmet?

A bump helmet protects only against impacts and is a light mount for night vision and accessories. A ballistic helmet is built to stop handgun rounds and fragments, and weighs more and costs more.

How much does a good ballistic helmet weigh?

A complete premium high-cut system runs around 2.5 to 2.75 lb, such as the Team Wendy EXFIL Ballistic at about 2.6 lb in M/L. Budget helmets can reach 3.4 to 3.7 lb. Shell-only weights leave out the liner, rails and harness.

In most of the US, yes. Federal law bars anyone convicted of a violent felony from owning body armor, and some states restrict body armor sales, so check your state law before buying.

What does high cut mean on a helmet?

A high-cut helmet trims the shell above the ears so over-ear hearing protection and comms headsets fit underneath. Full-cut helmets cover the ears for more coverage but crowd headsets.

How much should I spend on a ballistic helmet?

Expect about $300 for a budget IIIA helmet, $500 to $800 for a good value helmet with published test data, and about $1,600 to $2,000 for premium helmets like the Team Wendy EXFIL Ballistic and Ops-Core FAST SF.
