Here is the part that catches people out. The slow camp is what police departments issue. Federal built the 1,145 fps FliteControl load for law enforcement first, and it is the most widely issued defensive shotgun round in the country. The 1,600 fps loads are the ones sold to homeowners with the aggressive box art.
The reason is not that slower is gentler for its own sake. It is that 00 buckshot at 1,145 fps already clears the FBI 12-inch penetration minimum with room to spare, so the extra 455 fps buys you nothing you need and costs you three things you want: a wider pattern, a slower second shot, and a great deal more recoil.
How much more recoil, exactly
Recoil scales with the weight of what leaves the barrel multiplied by how fast it goes. A nominal 00 buck pellet weighs about 53.8 grains, so:
- Nine pellets at 1,145 fps is roughly 484 grains of shot leaving at 1,145.
- Eight pellets at 1,600 fps is roughly 430 grains leaving at 1,600.
- Multiply each out and the fast eight-pellet load hits your shoulder about 24 percent harder while putting one fewer pellet on the target.
That is the whole trade, and it is a bad one indoors. You are paying in recoil and muzzle blast for penetration you already had.
The Wad Decides Your Pattern, Not the Choke
At 7 yards almost any buckshot load will keep its pellets on a torso. At 15 yards, which is a long hallway or a wide back garden, the differences get ugly fast. What separates them is the wad, and there are three approaches.
FliteControl, the rear-braking wad
Federal FliteControl has brake fins on the back of the wad that stay closed in the barrel and pop open in the air, so the wad decelerates and drops away behind the shot instead of blowing through it. Federal claims all nine pellets inside a fist-sized group at 15 yards. In our patterning it was the tightest thing here by a clear margin, and it is why the load is issued as widely as it is.
Versatite, the stripping wad
Hornady Versatite works the other way, gripping the shot column briefly and then stripping cleanly away so the pellets are not disturbed on release. It appears on Critical Defense, BLACK and American Gunner. It is genuinely good, and in our patterning it sat between FliteControl and a plain wad.
A plain wad
Federal Power-Shok, Winchester Super-X and the cheap stuff use a conventional wad and lean on buffering and plating to keep pellets round. Round pellets fly straighter, so plating and buffering are worth having, but neither controls the wad itself. Expect a noticeably wider pattern past 10 yards.
The practical upshot: pattern your gun before you trust any of this. Shotguns are individual, and the load that groups tightest in a Mossberg 500 may not be the one that groups tightest in your 870. Fire five rounds at a paper plate at your longest indoor distance and you will know more than any article can tell you.
Best 00 Buckshot Loads
00 buck is the default answer for home defense and it deserves to be. Eight or nine .33 inch pellets is enough mass to reach vital structures through clothing and bone, and a pattern that gives you some forgiveness on aim without spreading so far that pellets go past the target.

The FliteControl wad is the single biggest improvement in defensive shotgun ammunition in the last thirty years, and the idea is simple. A conventional wad blows through the shot column after it leaves the muzzle and shoves pellets sideways. FliteControl has brake fins on the rear that open in the air, so the wad slows down and falls away behind the shot instead.
What that does to a pattern is not subtle. Before FliteControl, 00 buck at 10 yards covered 6 to 10 inches. With it, Federal claims a fist-sized group at 15. Ours were not quite that tight out of a cylinder-bore 870, but they were half the size of the same distance with Power-Shok, and that is the difference between nine hits and six.
Pair that with 1,145 fps and you have the load police departments settled on for good reasons. It clears the FBI 12-inch penetration standard, it patterns tighter than anything else, and it kicks less than the discount stuff. There is very little argument against it except price.
Best For: Almost everybody. This is the default answer unless price or over-penetration pushes you somewhere else.
2. Federal Force X2 00 Buck: Least Over-Penetration
Federal Personal Defense Force X2, item PD12FX2 00, is nine copper-plated 00 pellets at 1,250 fps, each one engineered to split into two equal halves on impact. Federal prints 1,245 fps on the box itself, so treat the two as the same load. Federal rates it at up to 18 wound channels.

This is the only load here that attacks the over-penetration problem at the projectile rather than by slowing everything down. Each 00 pellet is scored so that it separates into two equal halves when it hits tissue. Nine pellets become eighteen smaller ones, each shedding energy faster than a whole pellet would.
The trade is honest and worth understanding. More, smaller fragments means more total wound volume and less chance of a pellet sailing through a wall, but each half penetrates less than an intact pellet. Federal loaded it at 1,250 fps rather than 1,145 partly to keep the halves above the threshold where that starts to matter.
If your defensive problem is a flat with neighbours on the other side of the plasterboard, this is the most thoughtful answer on the page. If your problem is a determined attacker through a heavy coat, the plain FliteControl load is the safer bet.
Best For: Apartments, townhouses, and anywhere a missed or over-penetrating pellet has somewhere bad to go.
3. Hornady American Gunner Reduced Recoil 00 Buck: Best Reduced Recoil

The reason this pick exists is that Hornady sells three 00 buckshot loads and only one of them is reduced recoil. Critical Defense and BLACK both run at 1,600 fps. American Gunner runs at 1,145. If you have been buying Critical Defense because you wanted a gentler load, you have been buying the opposite.
At 1,145 fps with eight pellets this is the mildest full-size buckshot on the page, and the Versatite wad means you are not paying for that in pattern size. It is the load to put in a light pump gun, or in the hands of anybody who flinches.
The semi-auto note matters more than it sounds. Reduced-recoil shells often fail to generate enough gas or recoil impulse to cycle an autoloader, which turns your semi into a very awkward single shot. Hornady specifically loads this one to work in most of them.
Best For: Light pump guns, recoil-sensitive shooters, and semi-autos where other reduced loads will not cycle.
4. Federal Power-Shok 00 Buck: Best Budget

Every defensive shotgun needs a cheap load, and not for the reason people assume. It is not so you can keep the cheap stuff in the magazine. It is so you can fire fifty rounds patterning and drilling without spending $130 doing it.
Power-Shok is honest ammunition. Nine pellets, full power, conventional wad, no clever technology and no pretense of any. At 7 yards it will keep its pellets on a torso and it will do everything a defensive load has to do. At 15 yards the pattern is roughly twice the size of the FliteControl load, which is where the price difference shows up.
Buy a couple of boxes for the range, run your gun with them, then load the good stuff for keeps. That is what almost every serious shotgun shooter actually does.
Best For: Practice, patterning, and anyone who needs a working defensive load on the tightest budget.
5. Winchester Defender 00 Buck: Best Plated Buckshot

Pellet deformation is the quiet reason cheap buckshot patterns badly. Soft lead pellets squash against each other and the barrel on the way out, and a squashed pellet is no longer round, so it flies off course. Plating hardens the surface and buffering packs granulated polymer between the pellets so they cannot batter each other.
Winchester does both here and runs it at 1,145 fps, which puts the Defender squarely in the duty camp with nine pellets rather than eight. On paper that is a strong specification and in our patterning it shot better than any plain-wad load.
What it does not have is a rear-braking wad, and against the Federal FliteControl load at similar money that is the deciding factor. Buy the Defender if the Federal is out of stock, which at the moment it often is.
Best For: A solid second choice to FliteControl, and a good answer when the Federal load is unavailable.
6. Hornady Critical Defense 00 Buck: Best Full-Power Pattern

Let me deal with the confusion first, because this load gets recommended as a light-recoil option constantly and it is nothing of the sort. Critical Defense 00 buck leaves the muzzle at 1,600 fps. That is 455 fps faster than the Federal FliteControl load and 275 faster than budget Power-Shok. It is the hardest-kicking shell on this page.
Taken for what it actually is, a full-power load with a good wad, it is excellent. The Versatite wad keeps eight pellets in a respectable group and there is no world in which 1,600 fps fails to penetrate deeply enough. If you want maximum authority and you can shoot it well, buy it.
What you should not do is buy it believing it will be gentle. If recoil is your concern, the American Gunner load higher up this page is the same wad technology at 1,145 fps, from the same company, and often on the same shelf.
Best For: Shooters who want maximum velocity and can handle the recoil, and anyone whose gun happens to pattern Versatite well.

BLACK and Critical Defense are the same eight pellets at the same 1,600 fps behind the same Versatite wad. The difference is what Hornady loaded it to do, and BLACK is built around reliable function in semi-automatic shotguns as well as pumps.
That matters if your defensive gun is a Beretta 1301, a Benelli M4 or an 1100. Gas guns need a certain impulse to cycle, and a lot of thoughtful defensive ammunition is loaded down far enough that they short-stroke. A full-power load with a short shot column is a safe bet in an autoloader.
It is a couple of dollars a box cheaper than Critical Defense too, which for identical published ballistics makes it the better buy of the two unless your gun happens to prefer one.
Best For: Semi-automatic shotguns, and anyone who wants Critical Defense ballistics for less money.
Best #1 Buckshot Loads
#1 buck is the load a lot of people arrive at after thinking about it properly. The pellets are .30 inch instead of .33, so each one carries less, but you get sixteen of them instead of nine. More hits, each with less left over on the far side of the target.

The argument for #1 buck is arithmetic. A .33 inch 00 pellet weighs about 53.8 grains and a .30 inch #1 pellet about 40. Drop 26 percent of the weight per pellet and you can fit 16 in the hull instead of 9. Total payload goes up, individual pellet penetration goes down, and the number of wound channels goes up by three quarters.
For a flat or a townhouse that is close to the ideal compromise. You keep enough per-pellet mass to clear the FBI 12-inch standard in gel, which birdshot never does, while putting less behind each pellet that misses. Several serious defensive shotgun instructors have argued for years that #1 is the correct answer and 00 only won on habit.
The catch is availability. Federal LE132-1B is the load everyone cites and it returns nothing across our retailers under any spelling. The Remington Express load is what you can actually buy, and it is good ammunition.
Best For: Apartments, townhouses, terraced homes, and anybody who has thought hard about what is behind the wall.
Best Defensive Slugs
A slug is the wrong default for a house and the right answer for a barn, a smallholding or anywhere the distance might be 40 yards rather than 4. There is no spread to help you, and a one ounce slug goes through walls the way a rifle bullet does. If a slug belongs in your shotgun at all, this is the one. Federal puts a plastic ball between the wad and the base of the slug, which centers it in the bore and pushes it out squarely rather than letting it start off-axis. The accuracy claim that comes out of that, 1.4 inches at 50 yards from a smooth barrel, is the best in the category.
For defensive use the honest framing is that a slug is a specialist tool. In a house it is over-penetration in its purest form. On a rural property where a threat might be at the far end of a yard, or where a large animal is the realistic problem, it is exactly right and buckshot is not.
One useful detail: Federal loads the identical slug as PB127 LRS at 1,300 fps. Same accuracy system, considerably less recoil, and for defensive distances the velocity loss costs you nothing that matters.
Best For: Rural properties, barns, larger animals, and any defensive problem past about 25 yards.
10. Hornady SST Slug: Best Accuracy Slug

This is here for completeness rather than because most people should load it for defense. A 300 grain sabot at 2,000 fps out of a rifled barrel is a 100 yard proposition, and nothing about a home defense problem calls for that.
Where it earns a place is a rural property with a dedicated rifled slug gun already in the corner, doing double duty for deer. If that is your setup, there is no reason to swap ammunition for a defensive role, because the SST will do anything buckshot would at any distance you can identify a target.
Do not put it in a smoothbore. Without rifling the sabot gets no spin and the slug tumbles, and you will not hit anything you meant to.

Why Birdshot Does Not Belong in a Defensive Shotgun
This comes up every time, so here is the short version with a number attached.
The FBI penetration standard asks for at least 12 inches in ballistic gelatin, because that is what it takes to reliably reach the heart and major vessels through an arm, heavy clothing or a bad angle. Birdshot, in sizes from #6 to #8, is dozens of pellets weighing a couple of grains each. Those pellets have almost no sectional density, so they slow down fast and stop shallow. Most birdshot loads fail to reach even half the standard.
What birdshot does instead is produce a wide, shallow, horrific-looking wound that does not stop anybody quickly. At contact distance, inside a couple of feet, the whole charge acts like a single mass and it is genuinely lethal. At across-the-room distance it is not, and across the room is the distance you are planning for.
The argument people make for it is over-penetration, and it is the wrong solution to a real problem. If what worries you is what happens behind the target, the answers on this page are #1 buck, or Force X2 splitting pellets, or simply a load that is not travelling at 1,600 fps. All of those still meet the penetration standard. Birdshot solves over-penetration by not penetrating enough, which is not a solution.
