Finding the best AR-15 lower starts with understanding that the lower receiver is the only part of your AR-15 that’s legally a “firearm.” It’s the serialized part that requires an FFL transfer, and it’s the foundation everything else bolts onto. With over 24 million AR-15s in civilian hands according to NSSF, the lower receiver market is massive. Getting a good one matters, even if all lowers look basically the same at first glance.
Differences between a $40 Anderson and a $330 billet lower come down to materials, tolerances, ambi controls, and finish quality. A cheap lower will work fine. A premium lower will work fine while giving you ambidextrous controls, tighter upper/lower fit, and machining that’ll make you stare at it instead of shooting.

One thing you should know before you buy an Aero lower. Aero Precision has been in court-appointed receivership since 5 May 2026 (Pierce County Superior Court, case 26-2-08316-4, receiver J.S. Held LLC), along with Ballistic Advantage, Stag Arms and VG6. This is a receivership, not a bankruptcy, and the distinction matters: the company is still manufacturing, fulfilling and supporting, describing itself as operating through the process while a transition to new ownership is underway.
What it changes for you is the buying calculus, not the part. The M4E1 is the same receiver it was last year. But warranty support is the open question: the terms are unchanged on paper and the timeline is not something anyone can promise right now. So buy one that is in stock at a retailer rather than on backorder or direct from the manufacturer. An in-stock lower at a shop you already trust is a normal purchase with that retailer’s returns policy behind it. A direct order or a backorder is not. Aero Precision M4E1 lower changed the game. Before it came along, building an AR lower meant hammering in roll pins while swearing at tiny springs. The M4E1 replaced the worst pin (the bolt catch pin) with a threaded screw. It also integrated the trigger guard and added a threaded takedown pin detent. Assembly goes from frustrating to pleasant.

What you will actually find in stock. PSA lists the Stealth around $50 when they have plain ones, but every Stealth stripped lower our price tool can find at any retailer right now is a cosmetic blem at about $70. That is worth knowing rather than worth avoiding. A blem on a stripped lower is an anodising or finish flaw, not a machining one, and the lower is the part that ends up buried under a grip, a stock and an upper. It is the same argument we make about blemished carriers on the best AR-15 BCG page. If you want a flawless finish, buy direct from PSA and wait for plain stock. If you want a mil-spec 7075-T6 lower for the least money, the blem is the same forging.
PSA Stealth lower is a standard mil-spec forged lower with a clean rollmark and a price tag that can’t be argued with. At $50, it’s made from the same 7075-T6 aluminum as lowers costing three times as much. Because here’s the dirty secret of AR-15 lowers: they’re all made on similar CNC machines from the same spec aluminum.
“Stealth” branding means minimal rollmarks, so you don’t have a giant PSA logo screaming “BUDGET BUILD” on the side of your rifle. Smart move on their part. It accepts every mil-spec trigger, grip, stock, and parts kit on the market.
If you’re building a cheap AR-15 and every dollar matters, start here. Save the $50 difference between this and the Aero M4E1 and put it toward a better trigger instead.

Anderson AM-15 is the Honda Civic of AR lowers. It’s not exciting. It’s not pretty. But it works, it’s everywhere, and it costs $40. Your local gun shop probably has a stack of them behind the counter right now.
Finish is rough compared to an Aero, and some have looser tolerances that result in upper/lower wobble (fixable with a $3 AccuFit wedge). But the aluminum is the same 7075-T6 forging as lowers costing five times as much. It accepts every trigger, grip, and stock on the market. It functions identically to a $400 lower.

Is it $150 better than an Aero M4E1? In terms of function, absolutely not. In terms of “I built a Noveske and I love looking at it”? Maybe. Prestige matters to some people, and there’s nothing wrong with that. The quality genuinely is top-tier.
If you’re building a high-end rifle and want the Noveske name on your build, the Gen 4 lower won’t disappoint. Just know that you’re paying a brand premium, and cheaper lowers will function identically.

How Buying a Lower Actually Works
Every other part on this rifle arrives in a box on your doorstep. The lower does not, and this catches first-time builders out constantly. Because the lower receiver is the serialised part, it is the firearm in the eyes of the law, and it moves like one.
Buy online and the lower ships to a licensed dealer near you, not to your house. You turn up with photo ID, fill in a Form 4473, the dealer runs you through the NICS background check, and you pay a transfer fee of about $20 to $50 depending on the shop. Then you walk out with it. Budget for that fee when you are comparing a $60 Anderson against a $180 Aero, because on the cheap end the transfer can be half the cost of the part.
Two practical notes. Call the receiving dealer before you order, because plenty of shops will only accept transfers from distributors they already work with, and some will not take a private-party or small-retailer shipment at all. What About Unfinished or 80% Lowers?
This is the question that follows the last one, so it is worth answering plainly rather than leaving you to the forums. The federal definition of a frame or receiver sits in 27 CFR 478.12, and subsection (c) reaches a “partially complete, disassembled, or nonfunctional frame or receiver, including a frame or receiver parts kit, that is designed to or may readily be completed, assembled, restored, or otherwise converted” into one.
That wording is what brought unfinished receivers and parts kits inside the rules. It came in through the ATF final rule published in the Federal Register on 26 April 2022, it was challenged, and in Bondi v. VanDerStok the Supreme Court decided 7 to 2 on 26 March 2025 that the rule survives. So it stands.
I am not your lawyer and state law can be stricter than federal law, so read the rule and check your own state before you buy anything unfinished. For most people building a rifle the practical answer is simpler: a serialised lower from the list above costs less than the jig and the tooling, and it comes ready to build on.
Best AR-15 Lower: Forged vs Billet
Forged lowers are made by pressing heated aluminum into a die, then machining the final product. They’re lighter, stronger, and cheaper. The vast majority of military and duty rifles use forged lowers. For 99% of shooters, forged is the right choice.
Billet lowers are machined from a solid block of aluminum. They can have more complex shapes, tighter tolerances, and fancier aesthetics. They’re also heavier and more expensive. The main advantage is that billet allows for integrated features that would be impossible in a forging. If you want the coolest-looking lower or need a specific integrated feature, go billet. Otherwise, forged.
